RESOLUTION

 
Participated: delegates from ministries, heads of departments and institutions, researchers, engineers and other representatives from RENAM, ASM, SUM, TUM, AESM, SUMPh, SAUM, SPU, BSU and other organizations.
 
The Conference Participants understands that National intellectual potential becomes principal driving force of economical grows and imposes special attention to the domains of science and education concerning Information and Communications Technologies implication into professional activities and social development. Creation of the common information space will offer accessible and reliable communications at advanced speed, having high-performance digital content and services that are integrated parts of National eMoldova Strategy targets, aligned to the goals of eEurope initiative.
 
The infrastructure of RENAM Scientific and Academic Network is open for all institutions that are involved into the educational, research, medical, cultural and other activities, providing:
  • creation of unified information and data communication space that operates both internal backbones and international gateways
  • interconnection of data communication networks of scientific research institutes, universities and other education units and nongovernment organizations
  • development and setting up of projects, oriented toward increasing of the capacities of backbones of RENAM’s data communications infrastructure 
  • offering support in the domains of telecommunications resources and services development having inter-institutional domains of application.
 After discussing actual problems and development perspectives of RENAM’s information infrastructure and services for the benefit of e-science and e-learning communities of Moldova the Conference participants consider opportune to propose following resolutions for endorsement:
  1.  To consider as a necessity to elaborate a Perspective Program of the development of information communication infrastructure of RENAM together with information resources and services for the benefit of science and education communities of Moldova, with the support of the Government of Moldova, Ministries and profile institutions.
  2. One of the tasks of major importance is to elaborate an Acton plan, harmonized with the proposals of institutions that are connected to the network, oriented toward increase of network performance, internal and external channels capacities, quality of telecommunications services, level of security and reliability.
  3. It is necessary to establish in RENAM a Technical Coordinating Council formed from delegates of RENAM, ASM, SUM, TUM, AESM, SUMPh, SAUM, SPU and BSU.
  4. The inauguration of National Grid Initiative MD-Grid is approved and it is acknowledged the necessity to enlarge its framework together with development of policy documents and applications elaboration and using support activities.
  5. To consider the opportunity to coordinate the development of RENAM infrastructure with government programs (MEY, MID, CST) in order to harmonize communication components of national Internet segment.
  6. To recommend elaboration and implementation of projects of modern information services development:
    • Grid Computing eInfrastructure
    • CERT/CERIS services
    • e-Science resources, virtual laboratories
    • e-Learning resources, Learning Management Systems
    • Web hosting services
    • IP Telephony services
    • Videoconference services
    • Digital signature and Electronic Documents Exchange services.
  7. To maintain and to develop the collaboration relationships on national, regional and international levels for active implication into realization of EU FP7, NATO, CRDF/MRDA, CSSDT and other projects.
  8. To consider the opportunity to establish annual periodicity of the Conference provided with scientific papers publication.
  9. To develop the Portal of RENAM network dedicated to accumulation and access to information resources and distant learning services.
