The EU's framework programme for Research and Technological Development is a major tool to support the creation of the European Research Area (ERA). The FP proposal is a deliberate break with past FPs with regard to ambition, scope and instruments to be used in its implementation. The aim is to achieve greater focus on questions of European importance and a better integration of research efforts on the basis of an improved partnership between the various actors in the European research area. It reflects the result of intense preparatory consultation with the scientific and industrial communities and with public authorities at different levels.
The European Commission's Proposal for the 6th Framework programme (FP6) was adopted by the college on 21 February 2001. The decisions on the specific programmes were adopted by the college on 30 May. The Council formally adopted its Common position on the EC Framework Programme (FP) on 28th January, on the basis of the political agreement reached in Council on 10th December 2001.
The FP proposal is structured around three main blocks of activities:

- Strengthening the foundations of the ERA
