Some results of WISTCIS project realization in Moldova

The building of the modern infrastructure of computer telecommunications creates conditions for development on this basis of new information technologies, improving essentially integration and efficiency of joint activities of scientists and specialists of various countries. One of the main aims of WISTCIS project is establishing working contacts between representatives of East and West Europe countries to suggest new ideas united proposals and projects. In accordance with the work program of WISTCIS project in Moldova it was planned to hold, as one of the principal measures in 2001, the Workshop "Telematics and Networking Support in Environmental and Natural Hazard Research and Monitoring" in June 21-22 in Kishinev. Information demonstrative Center (IDC) was deployed for informational support of the planned work stages of the project in Moldova, practical assimilation of telematic products and of interactive distant reciprocity. Moldavian WISTCIS IDC is a logical development of the project of creation of the network of analogous centers, which realization started in CIS European countries in the framework of the previous European Commission project - STACSIS.

The main Workshop organization tasks were:

  • To promote IST Programme to wide circle of interested people in European CIS countries and essentially in Moldova;
  • To provide in-depth demonstrations of relevant EU telematics products for telematics users, developers, vendors and service providers in the European CIS countries in order to demonstrate potential capacity and the first results of IST Programme to the CIS telematics community;
  • To promote new methods of team work (teleworking, etc.) into the seven participating CIS countries and to develop there focal points eligible to operate in IST Programme at the level compatible with EU partners;
  • To encourage submission of new joint projects proposals to IST Programme with participation of the CIS countries;
  • To provide an information on the present situation with Information Society Technologies in the European CIS countries participating in the project and formulate appropriate recommendations to EU research and marketing telematics communities;
  • To assess and evaluate the level of the Information Society development in the seven participating CIS countries and specifically in Moldova, to formulate a specific plan of basic actions that will make Moldavian WISTCIS project focal point capable to operate efficiently using new methods of working based on Information Society Technologies achievements;
  • To demonstrate selected telematics tools that will clearly show IST Programme objectives and opportunities to the Moldovan audience;
  • To provide face-to-face training measures to promote dissemination of IST Programme to the European CIS community;
  • To present the results of IST programme to the Moldovan telematics community in sphere of support of environmental and natural hazard research and monitoring, indicating the tendencies of the European telematics development in this field.

The Workshop permitted to acquaint a wide circle of local specialists with the state of telematics application in Europe, to consolidate developers and users of telematics products for natural hazard and environment research and monitoring, exchange opinions on perspectives and actual directions of development of a wide spectrum of telematics applications.

During Workshop working meetings and discussions two prospective problems have been formulated, which are now being elaborated in order to form joint projects on their basis. The first idea concerns working out and creation of Eastern Europe Portal for Scientific Informational Resources Development and Exchange over Joint Regional Research Network, including a system of electron information content accumulation in South-East Europe countries and the infrastructure deployment for its acquisition, storing and access. The second joint initiative is connected with dissemination of geophysical information system for centers of investigation and monitoring of Carpathian earthquakes.

A detailed information block on the results of the Workshop, as well as the sections on information accompaniment of all new joint initiatives and projects in the sphere of applied telematics applications, in which Moldova representatives take part or will participate, are being created at the Web-site in the framework of Moldavian IDC information base development.
